The Sr. Program Manager will lead complex, mission-critical IT programs for senior government stakeholders to strengthen operational stability and drive modernization across federal environments. The role will own end-to-end program execution, integrating multi-partner teams and aligning workstreams to cost, schedule, performance, and risk objectives. The position requires active Top Secret clearance with SCI eligibility and proven delivery within secure, highly regulated environments. The impact includes measurable improvements to performance, reliability, and long-term program growth.

 

This is a full-time, permanent opportunity, offering a competitive salary and comprehensive benefits package. Qualified applicants must be willing and able to work on a w2 basis.

 

Salary: $210,000 - $250,000/ yr. w2

 


Responsibilities:
  • Report directly to the Senior Director and designated Government personnel as the primary execution authority.
  • Lead and integrate multiple contractor and Government technical teams across transition-in, modernization, and steady-state sustainment phases.
  • Coordinate technical and operational integration across diverse workstreams aligned to priorities, schedules, and performance objectives.
  • Maintain continuous engagement with senior Government stakeholders through clear, proactive communication on status, risks, and recommendations.
  • Resolve cross-team dependencies, enforce execution discipline, and drive timely decision-making in a high-visibility, mission-critical environment.

Experience Requirements:
  • Active Top Secret security clearance with SCI eligibility.
  • 10+ years of experience, including 5+ years leading large-scale mission-critical 24x7 operations within federal or DoD IT programs with full accountability for cost, schedule, performance, and risk.
  • End-to-end ownership of program execution for mission-critical systems, including transition-in, modernization, and steady-state sustainment.
  • Leadership of large, multi-partner teams of 60+ personnel spanning infrastructure, networking, cybersecurity, cloud, software, DevSecOps, and systems integration.
  • Experience serving as the single authorized interface with Government leadership, including Contracting Officers and Contracting Officer’s Representatives.
  • Direct management within secure, highly regulated TS and SCI environments, including secure facility coordination.
  • Oversight of RMF, NIST 800-53, and related authorization processes.
  • Establishment and enforcement of program-level governance, including integrated master schedules, CDRLs, risk registers, staffing plans, and performance reporting.
  • Ownership of Monthly Status Reports covering staffing, financials, project status, action items, schedules, travel requests, and workforce engagement metrics.
  • Delivery of daily updates in Government tracking tools and leadership of monthly and quarterly Integrated Program Reviews, including agendas and minutes.
  • Hands-on use of Jira for authoritative staff tracking and execution and Confluence for authoritative program documentation.
  • Operational use of ServiceNow for IT service management, change control, and enterprise workflows.
  • Tool proficiency with Atlassian Jira, Confluence, MS Project, SharePoint, ServiceNow, Excel financial tracking models, and executive reporting dashboards.
  • Meets DoD 8140 DCWF 802 requirements, such as CISM or CISSP.

Education Requirements:
  • Master’s degree in Information Technology, Information Systems, Computer Science, Engineering, Cybersecurity, Program Management, Systems Engineering, or a related discipline.
  • CISM certification.
  • CISSP certification.
  • Active Top Secret with SCI eligibility security clearance.

Skills, experience, and other compensable factors will be considered when determining pay rate. The pay range provided in this posting reflects a W2 hourly rate; other employment options may be available that may result in pay outside of the provided range.
